Location: SD, OC, LA - So Cal.
My buddy and I are AFCs. I'm an rAFC, sorta - I'm very conscious about
needing to extend myself and go out to try things.

I'll be moving in a few days, so as soon as I get there, it's on.

My buddy is in the same boat. He hasn't listened to/read and pua stuff. I \
turned him onto a couple things to get him acclimated, but do you have any
tips for what we can do to start?

Also, is there a site or something where local wingmen can organize and
sarge? I'll be in the OC/LA area.

this place is a great resource just make sure you click the search button. As far as starting out...Read the book: The Game by Neil Strauss to get you familiar w/ the world of PUA.
As places to meet wings and other pua try the "meet up and wing section" of the home page.
