I think this was because I saw the IOIs and was to lazy or oblivious to go after her. Regardless, I want to change the situation and was wondering if I could get some advice. Any and all suggestions would be appreciated.

Start hanging out with other girls more acknowledging them when she's in your presence. The idea that she might lose time spent with you as a result of you spending time with other girls, will flip her attraction switch.
