Well I see it as follows. So you are trying to escalate but she doesn't want that. There is clearly a line that she doesn't want to cross for some reason. She is giving you bad behaviour so you have to punish her. You don't punish her but you reward her. You just sit there and let her do whatever she wants. You give her the things she wants while she isn't giving you what you want. She is in control, not you. Why are you letting that happen ?

Next time just do nothing with her. Not even making out. Just give her a kiss on the cheek and thats it. And if she complains that she wants more than you just tell her : "I think we are moving too fast. Let's slow a bit down untill we feel more comfortable with each other.". This is a technique used in the community to get rid of LMR before there is any LMR. I think this should work for you.
