im kinda new to this forum. theres this hb7 in my first hour class and i really like so i dont wanna mess. every once in a while she glances back at me and i dont know what to think(IOI's?).
i was thinking about approaching her and saying " you cant keep staring at me and not talk to me"
i need your opinions on what would work best

Are you a guy who wants to win, or a guy who doesn't wanna lose? Think about the difference between those attitudes. You're focusing too much on not fucking things up, and that attitude will cost you many opportunities because of the way it holds you back.

What you're thinking of saying is fine. It's great, actually. Say that with confidence and a smile, and you're golden. But you won't appear confident if all you're thinking is "holy shit I hope I don't mess this up" - a confident and self-assured man doesn't even contemplate the possibility of things going wrong. As a matter of fact, there is no "going wrong" anyway because even flat out rejection is a good thing. Forget about that though. You need to assume that she likes you and talk to her as if you know it. Close your eyes, imagine yourself in a position where you could talk to her, think about how you'd approach and say that to her if you had 100% certainty that she was into you and would be all smiles and wana hook up with you and shit.

It's all in the attitude. Approach her with whatever you think is good. Don't be insulting or condescending. Be funny, playful and awesome. I would follow with what you're thinking. Ask her if she is shy because she seems to want to talk to you or you could not even use that and just start up a casual conversation with her.
