Use the 3IOI system or other kiss-test (for instance, stop the conversation and look deep into her eyes. If she holds your gaze, waits for 3-5 seconds and then tries to reinitiate, simply say "sshh" and kiss her gently. Or just ask her; "Would you like to kiss me?" and if she says no, simply "I didn't say you could, you looked like something has passed through your mind." Do a search.
10-30 mins of flirting sounds like it may just work.
