Someone today gave me a compliment which I didn't hear I just said thank you to, but she was looking at the floor whilst saying it. Can I be farely sure that's an IOI?

Well, I would say it depends on what was said, the girl and the situation.

If she commented you on your cool new nikeys it wouldn`t really be weird for her to be looking down. Although for the sake of argument i`m going to assume she was not commenting on something bellow the belt area;)

She could just be a shy girl, a lot of people have trouble keeping eye contact when talking directly to or in close proximity of someone else.

I would say, yes, you could consider it an IOI.

any compliment would be consider a IOI really
but they do differ depending on situation
i found that a better way in replying back is saying
"Is that suppose to impress me? :) *Jokingly*
