okay i've been dating this girl for 3 weeks now... it started great, but then declined.

We've had a bad date and we ended up just huging as a goodbye and didn't kiss the whole date.
I saw her today for an hour, and it wasn't a date, it was just to put the relation back onto the right track (did plenty of negs, was alpha etc). Her attraction for me got up another notch and i could feel it through her non-verbal communication, though no kiss.

But here's the thing, tomorrow i'm going on a picnic with friends and she might be there. Do i greet her with a kiss? If so how should i do it? if not, then what should i do?

I wouldn't, I would hug her and then escalate towards a kiss. You've taken steps back, so you can't take a step forward right off the bat. Every time you start an interaction again you end up having to take a step or two back.
