This is a pretty lazy question. I have a feeling that I know what you're talking about, but then I'd be pissed if I spent time answering it and you end up saying that's not what you meant.

How is it lazy? Specific scenarios are 2 girls talking by the door(not blocking it at all), one looks at me and says sorry. Waitress brings drink says sorry. Other times I can't remember probably.

It was lazy because you didn't set up the scenario on how it got to her apologizing.

I've had people apologize because they felt like they were being rude or neglected to do something that they should have done. You do realize that you can ask why they apologized? It's a way to start a conversation.
