Guys in a relationship hitting on other girls?

Here's one that really makes me wonder:

Why do guys who already have gf's always hit hard on other girls (and the girls reciprocate)?

For example, I have these older dudes (25 and 28) in my class who are always hitting on the younger girls of the same class (by young I mean 18 or 19). It's pretty much a known fact that they both have gf's already. But the girls they hit on seem to accept their advances.

What gives?
