I'm glad I bought a fedora last week, cause it looks awesome with my button-up shirts with a contrasting tie. Ties make GREAT peacock wear, but you need to make it work with everything. It has to fit and match somewhat, but still contrast enough to draw attention.

Do you wear the tie out from under the collar loose or under the collar loose?

Or could you get away with a sport jacket, wacky t-shirt and loose tie? Is it too outrageous or douchebag looking?

Depends on YOUR style and what each of the items is. I personally don't wear ties with tshirts, just button-ups and I keep it under the collar and only slightly looser than normal, not with a big gap. But I have more of a sharp dressed look going on. A tie will work with a tshirt and a sports jacket, but it has to work with the rest of your style as well.
