You first have to decide what do you want. Male/Female/Mixed group of friends? After that you should think of some qualities which you want your friends to have. For example - if you like to talk about football go somewhere where you know you can find guys/girls that like football. Also a good idea is to do some interesting activities where you can meet people with similar interests. And of course you can always go to someone, smile, introduce yourself and talk. You certainly can make friends that way. My only advice is: quality over quantity. Have fun
