"Hey, I love your hair, is it naturally that colour?"
or
"Hey, I love your hair, do you dye it that colour?"

I figure I compliment her, while hitting her with the neg in the same sentence, she hopefully can't take it as an insult.

Is that ok?

A neg involves using a compliment, so it's not a compliment and a neg, that just is a neg.

I wouldn't phrase it that way though, I would say, "I love your hair, is that your natural colour?" makes it more focused on their ownership of it, thus making it connect to their psyche more.
