Hey dude, I'm 6'4", and I've been with short gymnasts 5'1" and 5'2. This tactic I'm about to tell you is not necessarily the way to kiss close her, but it's a way that you can kiss a short girl which she'll think is cute, and it makes up for the height differential.
Stairs. Now this can be indoors or outdoors. Any staircase will do. Even steps on a porch will work fine. Basically just position yourself on the stairs so she is one or two steps higher than you. You can just stand at the bottom and let her start to walk up, then turn her around. Guess what, now she is as tall as you! This will be a shock to her as she's used to looking up at you. Now you're eye to eye, she feels safe, empowered, and intrigued. It's funny, cute, whimsical, and most important, PRACTICAL. Now you can stand their and kiss her without having to bend over awkwardly with your feet far apart looking like Bambi trying drink water out of a pond!
Oh yea, forgot to mention, you also can't be afraid to kiss the fucking girl at that point either.
This is an excellent example.
I'll not repeat what has already been said, but the lip biting is a very good sign if you spot it, same with any other submissive behaviour. The longer you leave it the deeper into the friendzone you'll get.
Don’t be afraid to pull the trigger my friend, if that’s the thing holding you back, this may help and intergrate it into the steps idea.
Just remember to build some of that comfort and tension first.

When she's in the middle of talking - interrupt her (not rudely) and say
"shhh... you talk too much... do you want to kiss me?" *you could put your finger on her lips on the "shhh..." part if you like* (she'll show she isn't comfortable or backoff before you finish this line, so its a good final kino test).
You'll have 4 main outcomes:-
Yes or any
positive IOI's - GO FOR IT!
I dunno/Maybe... Respond
"Well... let’s find out - Come here" (Swallow that pride and take lead)
No Respond
"Hey! I didn't say you could... you just seem to have something else on your mind" (Then progress with the rest of the interaction)
Not here - Respond
"I Understand..." *with a playful smile or wink* and isolate.
Hope this helps
