Yeah well I forget about that in english this phrase has a more intense meaning. It didn't "Drive her crazy" in a way like she was getting soaking wet, more like in a sense that "I can't believe this guy is fucking everywhere I look. What the hell?"

I once said to a HB9 that walked bye:

Me: Wow, you're good!
Her: At what?
Me: I must say, you are really really good!
Her: At what?!
Me: I can't do it, it's totally against my nature to be so arrogant! I want you to teach me!
Her: What?! i'm not! (now she was a little bit angry, but also wants to prove herself to me)
Me: You see, you're doing it right now! You really must be one of the best in the world at this!
Her: But you don't even know me! (becoming a little less angry, but still arrogant)
Me: Next week i skip by for some classes, you'll be my 'teacher in the art of arrogance'!
Her: Ah you really got me here! (smiling and having fun with me)

At the moment this happened i didn't know about pickup and was not really good with women, so i didn't follow trough and closed her, but i felt like i improvised an ultra rigid thing here (some people already said to me she in fact really is kind of arrogant) and id sort of boosted my confidence! At the moment i'm typing this, i come to the realization i can just open her the next time with ''Ah i know you, you are the arrogant one! (smile/happy face)''

It was just a super cold approach and she is the type of girl that just doesn't give anyone any chance of being noticed by her.

Maybe it doesn't really help you with the direct problem, but if you could bring this on a good way and don't give up directly, you just could cold approach a HB 8/9+ that seems like she doesn't want to notice guys just because she knows she is super hot and places herself above everyone else. It just brings her down to from the sky a little bit! ;)

*Note that this is not a tested thing, i only did this once by improvisation* :p
