Where I screwed up: *escalating*, she says no because she hasn't been tested in a while and she doesn't want to pass anything to me just incase. I get scared and back away and say "we'll have sex after you get tested" followed with no response.

I am 99% sure she is clean because she's my best friend and she tells me everything. However that 1% scares the shit out of me. Was this a shit test? What is my next move?

it very well have been a shit test but you are right about that 1%. think about it like this are you guys good enough friends that if you had and std or something, then you would have told her before you guys were intimate(question mark). if not then chances are she would not have told you either. what you should do, in my opinion, is back off, get some preselection and see if she feels the same way.
