If the girl is interested, she is saying "Sorry I can't make that day...how about next week/day?"
Why would she let a potentially great opportunity pass her by, right? Because you aren't a priority.
Whether that means she isnt attracted, annoyed etc. You can always propose a different time if you in fact want to see that person. If there isn't a follow up, assume she's not down and move on. Don't dwell on the busy ones when you have many non-busy ones to work with.
