Have drinks together (it's legal in her country, right?), throw a small party or go to a fun event/social gathering, use strong eye contact, look for IOI's - specifically body language.
If you don't get IOI's, then just drop it. It's super tacky to hit on (i.e. kino) couchsurfers, if they aren't flirting with you first.
