So i took a course with a girl last semester sat with her every class... blah blah blah but i had a girlfriend at the time and she knew it. We would make jokes about how if i ever was single me and her would be such a power couple and how we would make everyone else jealous, that type of thing. I havnt talked to her much in the last few weeks, but she notice through facebook that i was single and texted "So a little birdie told me that you were single" I took this a a IOI and for the last week push-pulled her a bit through texting and two phone calls. Its her birthday a week or two a ago so i say lets go out for some bday drinks, she tells me Sunday works for her. Today rolls around and she texts "I ended up going to the lake last minute ill call you if im back in time." -- I received no call.

So i text her back "Im just out with some friends let me know whats up because ive been invited to a dinner"

Showing her social value and that my life will go on without her...
Where do i go from here, we wont be hanging out today so do i discipline her and freeze her out? Or possibly leave it in her hands? I just dont know if i want to set up another time/place because it will make me look needy.

Obviously I am not in your shoes but ill answer to the best of my abilities. What i usually do when a woman flakes on a date that we have set up is either a) stop texting and calling so frequently, b) call her on her shit (i.e. the fact that she canceled), c) call up another female from my stable or d) go chick surfing (sarging). By far i have noticed that neither a) and b) work for me; your best bet is to go with option c or d. Here is my my logic behind this dilemma:

If she really likes you and wants to be in a sexual relationship with you then she would be try to book a date with you. To me it sound like she flaked on you, but dont worry it happens to everyone.

Your best bet is to put her behind you and find another woman. Dont make it award and confess anything to her; that would just make you look like a chump. Instead keep her as a friend; besides, who knows, she might have some hot chick friends you aren't aware of but to answer your question, yes, freeze her out and let her make the next move. If she wants you she'll try to book a date with you. No sense in rewarding bad behavior with a treat.

yeh i think i will just freeze her out and see how long it takes her to get back to me, i would say from the IOI's ive gotten she'll text within a day or two and ill let you know what she says.
