You've got to make a first move and kiss her- I've been with inexperienced girls before and they get really shy about doing anything sexual, I suppose they build up the importance of it too much. So just take control and kiss her, and even if she tries to turn away or something just go for it. As long as you're not in the friends zone it'll work really well, once you're used to kissing it's much more relaxed to take things further- kissing is a big barrier u have to break.
I've seen it quite a few times, where a guy has gone out with a REALLY inexperienced girl and never had the balls to kiss her, coz girls like that never make it easy, and every time it just ends in them getting bored with each other.
So my advice is: kiss her as soon as possible before u lose your chance!!!

ya exactly, on the date i said something to the extent of, i want you to see im respecting you, and im not just trying to get into your panties like most people (she is a VERY attractive virgin lol)
