I know this 19 yo girl for a while now, we usually met in a bar and chat.
A while ago she asked me if I would like to go to the movies with her, and i agreed, and set a definate date on a thursday.

On that thursday afternoon i texted her where we would meet, and she replied something in the line :

"Oh sorry, cant make it tonight...change of plans.."

A few days later i saw her and confronted her, she just shurgged and basically looked at me like "Sorry?..dont see a problem here"..

I ignored her for months. and recently she got touchy and the subject of doing something together came to the table again.
(Last monday)
We agreed on a game of pool yesterday, clearly punching it into my calendar on my phone.
The day before yesterday i bumped into her in the mall and

i asked : "Looking forward to tomorrow? ¨
She : Ohh...well i have a birthday in the afternoon, so not sure how late im back, how late did we sdhedule?
Me: Eight o clock..
She : Hmm..dont think i will make it at eight..
Me : Ok, well text me when your back in town!
She : Oke!

Yesterday..hours past, no text, so at half past ten in went to our local bar, and BEHOLD!
She was there with some friends....I totally ignored her.

I did spot her older sister, and she asked me how i was, and how my day was, I told her i had a date with her sister, but discovered that appointments is not her strongest point.
Her sister replied.."Oh yeah my sister told me about it...she told me you didn't call her tonight..."

Changed the subject but i was boiling inside..

Really want to make clear my time is valueable, and she needs to respect that!..

How would you bring this??

She sees you as a low value guy. You do not have enough high value in her eyes for her to flake on HER friends. I'd say ignore her and find someone else. If you really have to have this girl, then you gotta convey having higher value.

I would fuck her sister.
