The difference between a neg and push pull?

I have read a lot of information about negs, and push pull. To me they sound like exactly the same thing. Can someone break them down for me and explain the difference and how they are used? Thank you

a neg is a back handed complaint - aka light insult (i don't agree with doing this)
push-pull theory is a way to be un-calibrated. pretty much messing around with her to keep her interested like a cat and string.

the right way would be reward and punishment - reward her for good so she keeps doing it and punishing for bad so she knows not to
