so not so much to steal a seat...
i met a girl at a halloween party
lets say met up with her gave her a hug and i said, so this is me not in a costume, and in return shes like this is me...
would it be pua-ish, or silly, to be like hmmm let me see, give me your hand, spin her around, look her up and down, and say not too bad, or i like what i see?

You could probably get away with it as long as you keep the funny/playful attitude. It's not about what you say... it's how you say it.

i could get a playful attitude easily, but lets say we met up at a mall, i went up to her, got a hug, talked for a couple seconds, put a lil playful smirk on my face and after the conversation above and be like "ok let me see" and do the spin
then right from there either neg her with "hmmm not bad" or give her a compliment instead, then start walking with her and give her a few DHVs

is this a good "scenario" or is it pushing it with the spin

Your looking to deeply into it. If you did the spin she would like it, but only if your comfortable doing it, because if your not then it will look put on/forced.
