She was the hottest girl in the class by far, and I was always too intimidated to ever befriend her very much, though we did have mutual friends. Now I am 19, and it has been a really long time since then. We have hung out and had good times in groups of friends, but I tried getting a one on one with her and she flaked. We were supposed to meet up today because she said she had a day off from work. This was the text convo we had this morning.
Her: "Babe I cant go today I'm on my way to work:-("
Me: "K. I dropped my ipod in the toilet, im gona need to cry on ur shoulder about it one of these days."
Her: "Lol im sry"
I have only been dating for a while because I had a long term relationship all through high school. Does this seem like a typical flake? I don't know how much comfort to build because even though we don't really know each other very well we have mutual friends since childhood. Do I try to set something up in a few days or what?

The fact she flaked on you, is why most girls flake. You've not built enough SOMETHING ...come across as being too needy, yada yada.
I wouldn't contact her. If she wants to contact you, she will and then it will be on YOUR terms.
