I am meeting the girls and getting numbers but having trouble getting them out. If i tell a girl ill text her later and she seems *if'y* on hanging out should i still text her later that night when i told her i would or wait? It's a problem i been running into.into....

It means you're game probably wasn't up to par, but she still gave you the number because you persisted or she didn't want to come off as rude. I think you should evaluate your interactions and tell us how they went, that might give us some more insight.
