Numbers are easy but how do you go about a second contact with a stranger? Go
Directly to a date invite? Text them to get to know them? Call them? I'm pretty baffled with this.
And this is pertaining strictly to girls I know nothing about but their name. If anybody could point me in the direction of a general method of approach for that second contact I'd appreciate it. If you need more specifics on my question let me know.

really common question dude - its easy!

there are 4 simple ways to get a number,
1) get them as a business contact (fast, in n out way to get number)
2) find a commonality and you want to do it with her
3) you tell her you are attracted to her and you want to take her out
4) you think shes cool and you invite her and friends to a party

Anyone can get a number but build more of a connection with them before you get there number because a phone number should only be a tool to meet up with them in the future.
