I ve had some problems lately with establishing meet ups.
Usually i like to call to meet up because a) its more direct b) its easier to communicate vocally than by text.
The thing is that, usually, i say something like "i think i should have your number so i can call you tomorrow and organize a date/meet up some day next week" and their response is usually "yes i could give you my number" and then i remeber them to pick up when i call em in some funny way.
The day after i call and if i get no answer (which is mostly the case) i dont know how to "react". Should i call again, should i text, jump from a bridge?
Is it that i am very "unlucky/un-skilled" and fail the whole pick up or if its the way i try to set up new meetings.

Whats your way of setting up dates? Am i doing something really wrong?

Most of the time if a girl flakes is you didn't build enough comfort or rapport the night you asked her the number. Try future projections.

phone once, if no answer don't leave a message and hang up. Call again 3-4 days later (best days to call are sunday thro wednesday) if no answer again just move on. I read that somewhere, along those lines

I usually send a witty text after like this "Whats up trouble maker" and that makes them reply. And after that just build more comfort with her. then set up the date. SAme goes with phone game.
