Rule #1: don't be creepy

With girl #1 you guys met at a club. It traditionally a pickup and sexual environment. Telling her to wear something sexy will sound more playful and appropriate.

With girl #2 you guys met at work, more of a professional environment regardless of what the job is you do. Telling her to wear something sexy will come way out of left field than with the club girl.

More than anything it's about reading the girl and understanding what to do and say in order to get her to give you the response you want. That will come with time as you are more experienced with women. You came across as creepy with girl #2, that is why she didn't respond. I'd wait a week and call her on the phone(not text).
