Ok new here little background,

Me and 18 old male American got a number from 21 year old Ukrainian girl since there's loads of them around. Now my question is whether to follow up since there was a lot of smiles and giggles. The conversation was mostly small talk and when I asked her if she wanted to hang out some time and she asked how old I was and I said 18 and she was like ooo kind of young and then I asked age and so forth said wasn't big difference and asked for a number which she gave.

The kind of young comment is what throwing me off here, figured if she wasn't even slightly interested she wouldn't of gave me a number and kept talking but then again she might of due to cultural differences or something?

So should I pursue? and even if I did how exactly do I entertain a 21 year old foreigner or just drop it?

Definitely pursue if you're interested (which I think you are). The worst that could happen is that she blows you off and you're in the same place you started. There is no reason to not call her.
