SO it means you're already doing your game for a while, and this is a step to let you get a kiss. That's it.

You're not gonna walk to a girl and say : "I see you're drunk"... You can say that as a neg for something after talking to her.

Like, again you're at the counter, and this HB is waiting for her drink. You can say to the bartender : "Don't bring her any drinks tonight, ok?! That's her last.... "
It's kind of an opening that you can use later to start the kiss close routine...
