Yeah, she's definitely into you. BUT things come up when you're "seeing someone". You can't expect that women, even interested women, will never flake.
It sounds to me like when she sees you, she's been taking the lead. That's not a bad thing as long as she's doing good things, but R. Gamble is right, you need to make some kind of move when you're together or you'll lose her.
You will probably get at least one more chance with her... make a move... move the interaction to a place that can smoothly escalate to some form of hooking up.
