As we parted, (I wouldn't see her for the rest of the day) I had an urge to say, "wait," pull out some paper, right my number down, hand it to her, and tell her, "we need to chill sometime, call me."
Is this a total failure? I'm asking this because I have never heard of the PUA being the one to offer a number. _________________ If you wait to do everything until you're sure it's right, you'll probably never do much of anything.

Giving her your number and not getting one in return gives her an awful lot of power over you. Power that she has never earned. Why should you be the one pondering "oh, when will this girl call me?".
When she has your number, it makes it a lot easier for her to flake on you. All she'd have to do is nothing at all.
Could it work out? Absolutely, she could call you. But it's a risky move that should never be taken by choice.
I personally hate handing out my number anyway; Even when I like the girl. People calling me too much gets annoying as hell. If I want to talk to them, I'll call them, and I'll have their number to do so. If you're not getting a call from me, then I probably am up to something better and you should wait until I'm bored with that.
