I cycle alot and have had pretty much HB7-9 approaching me by saying hi,
well, since some of these girls were pretty hot and they were instantly qualifying themselve, it should be easy to turn this into a number close or at least a conversation or something.
just 20 minutes ago I was cycling to my home, 3 hot girls were cycling in front of me I cylcled past them, and after that 1 said hi, I wasn't sure she was talking to me so I didn't say anything. then she said HEY I WAS TALKING TO YOU! I was like, oh.. hi

I was thinking about what I should've done and well, wouldn't it just be weird if I just cycled back to them
I could've opened with what do you expect from a guy to do when you say hi on the bike, to go back and make a conversation or to just say hi back and cycle through?

then I thath, that would be a kind of awkward conversation, especially because you are putting her on the spot by asking why she did that,
plus it would turn the conversation pretty non sexual,

WHAT TO DO IN THESE SITUATIONS? :/

You have to get out of the mindset that something is "weird". As long as it's legal, you can do anything you like! If you think its weird then you will come across of weird.

Do more or less anything with confidence and people will usually accept it.

Assuming you want to get the girl you have two options:
1. fast track seduction - do something playful which brings attraction

like cycle back to her, ask her to stop for a second because u got something important to tell her.

when you are not cycling, you can tease her anyway you want, you can tell her you liked her nails..
e.g "i saw the way you cycled and i wanna hire you as my personal driver.. u can take me from home in the morning and drive me to work"

it could be projection, teasing, etc..

2. slow track - it means that you will say "hi" and next time u say also hi.. eventually u will get to situation when you have small talks and u can escalate from there.

i'd go for slow-track for girls u see on regular basis.
