I hear people saying that the inner game is the hardest part. If I feel like I have this down how can I bring this inner game out to help me in my outer game which I feel is lagging behind?

Its like sport, you can be told all the basics and read all the books, but you still need to play a shitload to get really good.
Mind you if you have the inner game and lack the outer game then just read up on some openers and techniques and just trial then out a bit.
Although I still think if you have your inner game covered you should just give it more time and practice, even if you dont notice the results at first, if you keep at it i can assure you that your results will start improving dramaticaly
