Here's a good opener I've been fieldtesting lately. It works in crowded clubs and bars.

You know how you always "pick your spot" with your friends on the dancefloor...? Just position yourself and your friends to a nice set and go.

PUA: hi, we are your new neighbours...
HB's: ...? allright hi
PUA: listen I'm not kidding, we could be stuck with each other all night, and I allways believe in having a good realtionship with my neigbours...
HB's: haha (or other positive reply).
PUA: Do you enjoy living in this neigbourhood?... <move to next phase>

From then on you can totally develop it into a C&F theme, like " I can't believe we are both so lucky we can afford a lot at the bar" just keep making a connection to the place were you are both standing and a living situation.
