I know this sounds a bit strange, but I often see super hot women just sitting in their cars in parking lots. I realize that if they have their blinkers on and they are parked just outside some building, their most likely waiting on someone (husband, bf, etc) especially if they are sitting in the passenger seat.

As for the women sitting in their cars, walking to their cars, getting out of their cars, etc. I will often will be tempted to try some game on them? One time, I walked up to this really shy Japanese woman getting out of her car and got her to give me a little peck on the lips, but she said she had to go to work. She was telling the truth because she was dressed in her uniform that matched the building he went into just after we kissed.

I have always had a fantasy of cold approaching a woman in her car and have it lead to her letting me in her car where we would make out, have sex, etc.

I would try to open with a wave or something. If you get a wave back or looks back then I guess it would be ok? In this day and age, I wouldn't just go up to someone's car like that. Here in TX u will probably get shot soon doing that.

Yes, I always wave first and see if they wave back before approaching.
