Coffee Shops maybe, but those tend to be more crowded during the day.
Malls? Around here all the girls in a mall are probably underage.
Art Galleries are closed. (This city sucks.)
Park might work in the early evening, but as it gets dark or in winter that's no good.
So are there any places I might not be thinking of?

Unless you want to go bowling, or maybe the arcade? Depends upon how many opens you want to do / what you enjoy. I say just do whatever you enjoy to do normally, and typically there will be at least one female around at some point during your day.
But, to actually go out and sarge, a bar is your only option. NOW, you might wanna try a hooka bar maybe, or a lounge or sports bar or something outside of the typical "bar." There is no reason why you can't go to these places and not drink, or maybe limit yourself and have 1 drink.
Also note, it is always smart to not get drunk and game anyways, so being able to limit yourself alcohol wise is good practice.
