For me, the best opener leaves a girl unable to reply with "sorry, but I have a boyfriend". This is one I use if I want to meet anyone sitting down:

See table with HBs at. As soon as you see an empty seat at the table, go and sit at the table.

For those who don't know, the 3 second rule is: if a seat is vacated for more than 3 seconds it's fair game for anyone.

Don't get it confused with the 7 second rule: if food has been dropped on the floor for more than 7 seconds, anyone can eat it.

In regards to the 23 second rule I think it depends on sizing up the target, if she has her bitch shield up then that is a sure fire way to get shot down but it also depends on how much you fluff before you build up to it. However it is only meant to be funny and said in a funny way, it is a bold move but all the best ones are

I was under the impression that the 3 second rule was anywhere, anytime you see a woman you like, you approach fast otherwise she will perceive you as weak, and write you off, especially if you hesitate and then approach.
