Well...it doesn't have to be "3" IOI's I'd wait for one or two very strong IOI's or 3 mild IOI's.

I really think it's ok to show a light IOI when going up there and talking. What I mean by light is like asking what her name is. That in itself should be ok, it shows you are interested in getting to know her but not necessarily romantically, you are just being friendly. Otherwise if she is somewhat insecure or shy she may or may not invest in you unless she get's a sign you are interested.

What you don't want to do is show a very strong or sexual IOI right away or you risk coming on too strong too soon and will trigger her bitch shield which is what AFC's and corny pick up lines do.

That's just my 2 cents and what comes naturally to me. The key is not to be too direct or strong in your IOI's too soon but don't show complete disinterest if the girl is somewhat shy or insecure. Be friendly + flirty yet mysterious though.
