does forcing IOIs on moving targets work? and when would be appropriate times to force them i.e when you are standing up with your friends and a girl you like walks by and you wave, or sitting down with some friends and your friends and a girl makes eye contact with you and you raise your drink or something?
and is it alright to use when the guys you are with are also checking out the same girl?

The whole raising your glass thing... personally I don't like it. You don't have to do it and waving when she passes for me that's a not do to thing, if you like her then approach her and say something.
I think you are overthinking this too much.

You can't force IOI's, either it is one or it isn't, what your saying is like a subtle opener, trying to avoid doing the real deal

Raise eyebrows, blow a kiss or give a wink. I think they are all acceptable, and if they are interested then they'll shoot back the ioi and just go straight in for the approach.

I think forcing the IOI's can work if you think the girl may have already noticed you. Some girls won't even respond to this, however, and it may blow your chances of a cold opening, because i personally feel it lowers your value.

Your chances of this actully working at all are based entirly on her opinions of you based of your appearance. If you've been demonstrating high value in front of this girl all night it is going to be more effective.

Okay so stopping a moving target is difficult anyway. Look at it this way; if your walking down the street and some religious guy is trying to stop you to talk, more often than not your going to ignore him and keep walking. It's kind of the same trying to stop a girl, except this time your the one trying to do the stopping. It's will be prety difficult to do this by forcing IOIs with a small gesture or a look. She'll probably walk on by without giving you a second glance.

I think the best way to get the attention of a moving target is demonstrated by Mystery in the PUA. He walkes ahead of the girl and says something over his shoulder to get her attention, then carries on walking, forcing the girl to talk to him. Sorry i can't be more helpful but stopping a moving target is something which I'm pretty weak on.

If your in a club or something its probably just easier to go for stationary sets.
