The rule of thumb that I learned in my time is that you do this at first to assure yourself the girl is actually interested in further contact. So, if you're confidence is high enough, then you'll know what to do/say following this. Many times, just saying "I noticed you" (which is obvious to her because you made eye contact and smiles) and further dialogue is totally up to you, but you've hooked her. Like catching a fish on a line... 'Youve caught my worm, now let's talk about how it will benefit us (but more her) that you just come ashore. Make sense?
