It is very long story but I'll tell you shortly.

There was a girl that I know it from summer, we worked for few weeks.
I'm 22 and she is 19, a 9/10.
At that time (summer time) I did not know anything about the game. We talked very little and she was not interested in me.
By the way we are from same cultural background (and same district where we are from originally and we live now) in a different country.
I did not get phone number.
Then I learned that she goes to college and I found her classmates. For a long time, like 2 weeks, I asked her. One day one of her friends replied that she has a bf. Then I asked her to chat in Facebook... She was there and said me that she has a bf and to stop to follow her, ant thats all. It was in February.

She either has no bf or she is not interested in him bc there was another guy that she wanted to date with.

I know where she studies and the exact dates of her finals. I know it is very very cheesy but I'll go there and I'll talk/play with her. I don't mind what will happen but I'll try anyway.

What changed from that time (from summer)? I gained some muscles, I removed my glasses and I wear c. lenses now, I know how to play; negs, teasing, body language...

I'll see her just after she finishes her first final, near the door. She will be surprised (because she is 1100 kilometers away from where I am now), my biggest fear is to tell me "go awayy! stop following me!".
Probably I'll tell her "I have to go within 15 minutes, I have something to do near here for a job and wanted to say hi", if she continues I'll tell her; "and by the way, do you know we might be relatives, you were in that wedding, they are our relatives... etc...".
I have negs for her friend too, if her friend say something negative, I say "weren't you hair dark (now she is blond)?!... why you are faking?, i mean your hair"

And I'll be smiling all the time.

(By the way, I'm tall. I go to the best second college (~status) in this country, she is in the best kinda 20th college.)

But I want to hear some suggestions from you. What would you do if you were in my place, especially how will you open the conversation?

Mine will be something like this: (smile, eye contact) Hi, what a long final! How are you? This is your friend? Hi, mine name is xxx. You look like not surprised to see me (surprised or not).

I think that my chance to get her is low but as I said I don't mind my chance, I'll do my best.
