it sounds as if she simply isn't comfortable with you enough to go out yet but is considering the possibility, the good part is you can fix that, you simply have to be more flirtacious and build rapport... the more you flirt and make her laugh, the more she'll feel comfortable with you... however i may be wrong since you said she mentioned you guys hanging out a couple of times... so you have a couple different avenues, flirt and build more rapport with her until she's more comfortable with meeting or you can reply with:

"thats too bad, I'm a personable guy, you could be the psycho serial killer here for all I know...."

or

"oh well, the only chance your taking is missing out on a good time"
if you want, add on "just bring some of your friends and we'll do it up..." that may make her more comfortable with friends going but it could be cockblocks or DUFFs tagging along, if you go that route with her friends make sure you got a good wing to occupy the cockblock and be that girls best friend...

or

"yea well I thought you were adventurous/spontaneous, there's a chance that a meteor could hit your house tonight but you don't live your life in the basement do you??"

just keep negging her, flirting, DHVing and telling her to go out... don't ask.
if she keeps her bullshit up, cut her off and move on...
