Honesty is noble and is said to be the best policy. You are being logical and trying to make an advance and really doing things the way it should be. But I really feel that would be a mistake. If you go and tell her that you didn't talk to her because you are shy what do you think her thinking would be? It is probably, "Thank goodness I didn't get involved with him.". Girls look at shy as being broken. Off the top my head, it's probably the last trait a guy has that a girl would want to take the time to work with. If you were arrogant, she could think that she could knock you down a peg or two or simply will you to behave. Shy is a different ballgame. I think that you could add her on facebook, perhaps chat and maybe get a bit more comfy to allow yourself to let down some walls. That could let you be seen a bit differently. Personally I"m a shy guy. I will even tell women I talk to that I am. But i won't make a grand gesture of it and I don't think you should as well. It just makes you looking weak. You can't allow yourself to come across as weak. I've found that allowing myself to show my sad side around women usually leads to a lack of interest on her part. It's easy to get sucked into but it's much like charlie brown thinking it's okay to kick the football. You let your guard down and trust, only to have the ball pulled away. Add her. Talk to her. Let her find out you have things to offer. Maybe something happens, maybe not. But to be all sappy. Eh, it cries wuss.

By writing her a letter with explanation why you were ignoring her, would show your weakness, so don't write an information letter. (not only because it's kinda humiliating, it's also can be used against you because she knows your weaknesses)

You afraid of her reaction, but you'll never know her "answer" if you don't stand up and step up. 2) YOU: Pssst....
HER: YES?. (or something like that)
YOU: First of all smile.
HER: :-) (Probably she types it)
YOU: Now you can say hello
HER: Hi :-)
YOU: Much better say hello with a smile
Then you can add something like "I didn't know you were modest" or something else - I bet you can use your imagination.
