She was going out too eat with someone so it would be rude to be talking with you while out with someone else. Also theres no indication of her flaking, you didnt ask to hangout and she said ya then didnt show up. With hb8+s your usually gonna be doing most of the chasing. Message her something flirty and short to get her interest up.

Im only learning myself, and many people have said, imagine you were her reading the message. Personally reading the message there needs to be more emotion in it. Get her emotions flowing, like at the moment its like talking to a computer. You need to get her qualifying herself, while joking around. Just dont seem boring. Like the others said also, she was going out to dinner, so she was busy. Just think of something creative to say to her. I find every message that you start off with "how are you?" always ends up being a boring non emotional conversation, unless in some way you ask her something or say something that triggers the right emotions. I wouldnt seem to obvious but say something like. "How did you enjoy the snails lastnight?". I know you can think of something better. Just ask her questions while teasing her lightly in a round about way. And go from there. Hopefully this helps. Keep them hooked while finding out about her. If she impresses me somehow, i would reward her but telling her something about myself otherwise, i like to keep the mystery.
