The "11" is a girl that is prettier than a "10" (where normally the scale would end)...

Bear in mind that this is in his own perception - She exceeded everything he expected, she was a HB 11 (11/10)
What you or me would think of that same person we might give a 8-9, remember its all about personal preference.
