I need some advice with 2 different HBs

Scenario 1: I have been getting IOI's from HB7 for sometime now. We went out on a date and i didnt K-close. Asked her out again and she was "busy" so I put her on ice for the past couple weeks, but still kept her interest. She always gives me IOI's when I am around and she always hits me with messages online. Well the other day I was drunk and doing some texting and asked her why we havent been out again and she gave me some BS blah blah about she wants to hang out whatever. So about a week after that, I called her up around 7 pm on a weeknight, and asked her if she wanted to go catch a cup of coffee or whatever. She was "busy". So should I try again or should i just wait for her to come to me? This is someone I could see a LTR with.

Scenario 2: Simple scenario, there is this HB8 psychology class. She is buddy buddy with a guy in there and they always work together etc. How do I move in on this girl without acting too needy. Thanks for the advice. Later.
