I tend to interpret it as a modest IOI, as they could have the photo taken at any other time by any other person...
Are there any good routines for this situation?

Dude, you're right..... they COULD have the pic taken by anyone at any time... and they chose you! This is a major IOI, and a sure sign that they want to interact with you. So escalate that shit!!
