Self development is the way forward to attracting beautiful women:
Most guys feel like attracting women is all about impressing them and doing anything to make them like you? on a very small level this may have some truth perhaps. If you get right down to the core of this then you would know that working on your self from scratch will make a huge difference in regards to how women will look at you.
Women are so fucking smart they can tell in 10 seconds what a guy is all about just by observing his body language and his overall "vibe"... that's why working on all areas of your life is so important in regards to meeting & attracting a woman that's right for you. I discovered this through my own personal journey in pickup which till this very day never ceases to amazes me how intuitive women actually are towards how a man feels about him self. We have all experienced a particular time when we felt great and women where just looking over at us! it's almost magnetic and this is what self development can do for you permanently.
Tips for attracting women-
1) Work on your confidence in every way possible-
2) perhaps changing your social circle if it's not having a positive impact on your dating life
3) Start setting Goals: short term 3-6 months long term 12 months plus
4) join regular meetups groups: Improv classes, dancing, gym, public speaking,
5) Come out of your comfort zone!! do things that scare you
6) Take up positive thinking- motivational speakers are great... Brian Tracey, Les Brown, Anthony Robbins, watch at least 10-30 mins a day of motivational talks.
7) help others in anyway possible: maybe you can encourage your close friend to improve him self.. this has a huge positive effect on building your inner-game happiness etc.. helping others.

Stop caring what others think about you
9) Don't avoid rejection - it' a process that we all encounter when reaching success with women and life in general
10) reward your self- This could be having a nice take away or a drink once in a while don't over do it lol
Hope this helps as it really had an impact on my life.
