I mess up my speech when I talk bluntly

Suppose there's a time where I have to talk with blunt authority, you know, in a tough manner. I'll start talking and my speech will slur and I'll stutter or sometimes I'll pronounce words wrong. Don't get it wrong though, I'm not afraid where I'm messing up because of nervousness. I think it has to do with a sudden rush of blood. I'm like this overall, I sometimes slur words, it's like my brain thinks faster than I can speak. Anyone have advice?
