does it matter if it is lower lip or upper lip?

Don't consider this a solid IOI. In some people it's just a nervous habit. Granted it could be an IOI in some cases and I can see where you are going with this but I would look for other things to combine with this to tell if she's interested in you.

its only really an IOI if she is looking at your lips wen she does it, yes combined with other things like her giving you kino

I would say it would be an IOI if it were the bottom lip, with a little common sense of course. I mean, if she is bitting her upper lip, I would NOT take that as an IOI; rather, a nervous habibit. Although, I sometimes consider nervouness to be a IOI. You know how nervos you get around a hb? Well, I think it's the same for women.
